Sharon A Roach is Of Counsel to Potter & Murdock, P.C., representing and advising clients in matters involving government contracting, small business, and construction. She is admitted to practice in the District of Columbia and Virginia, and before the United States District Court for the District of Columbia, the United States District Court for the Eastern District of Virginia, and the United States Court of Federal Claims.

Government Contracts

Federal and State contract formation, including legal review of requests for proposals, requests for lease proposals, requests for quotations, and invitation for bids; teaming agreements, strategic alliances, and subcontract formation; novation and contract assignment issues; contract and lease administration, including equitable adjustments, and matters relating to claims and the Contract Disputes Act; termination for default or convenience matters; ethics, procurement integrity, organizational conflicts of interest, and responsibility matters, confidentiality and non-disclosure agreements; and litigation of bid protests and claims and disputes before agencies, GAO, Boards of Contract Appeals, and the Court of Federal Claims. 

Small Business Issues

Set asides, eligibility and certification of 8a, service disabled, veteran owned, women owned and minority owned status; mentor-protégé relationships; and Small Business Administration size standard issues.

Construction

Contract risk assessment, negotiation, review compliance, claim avoidance; bidding and procurement; project support and dispute avoidance; project documentation; equitable adjustments, claims and disputes; contract termination; green buildings; insurance coverage; ethics compliance. Ms. Roach is a graduate of Miami University, and received her Juris Doctorate from Washington University National Law Center (with Honors). Prior to becoming Of Counsel to Potter & Murdock, P.C., Ms. Roach served in various capacities as a senior executive with the General Services Administration including, but not limited to, Regional Counsel for the National Capital Region, Associate General Counsel for Real Property, and Assistant Commissioner for Strategic Innovations. She was a key participant in complex procurements, real estate transactions, and acquisition reforms while at GSA and received the Presidential Rank Award for Meritorious Service in recognition of her contributions. After her federal career, she served as a Senior Corporate Counsel for a publicly traded Fortune 500 real estate investment fund.
